Value for Money
Okay, super quick post because I just saw this: https://financialpost.com/entrepreneur/canada-fumbled-oversight-ceba-loans-auditor-general
To quote: The Canadian government rolled out $49 billion in loans to businesses during the COVID-19 pandemic without “due regard for value for money,” the country’s auditor general said.
CEBA has no accounting for the $300 MILLION spent, here. BILLIONS for Seniors are seen as questionable even though with Interest Rates so high, no one actually has had enough to spend. Splurge? More like necessity shop.
Heck, Old People and the Sick who would actually spend the $250 dollars to be given, per person, in January are are NOT getting it. So, a bit rich.
Yet
This is the Auditor General’s site: https://www.oag-bvg.gc.ca/internet/English/admin_e_41.html
And, her responsibilities: Government Activities. The Office of the Auditor General audits a vast range of activities conducted by the Canadian federal government and the three territories. These activities cover topics such as health, culture, the environment, finance, agriculture, transportation, and scientific research, to name only a few.
Like the Parliamentary Budget Officer, the job is responsible for survey of Government spending, but which Audits don’t actually delineate Defense Spending accountability.
Cause if Citizens and Canadian Businesses are being evaluated, critically, I have to mention the Military because Ukraine has cost us, at least, $10 BILLION. With no results because Ukraine is losing, never had a chance of winning and with which our involvement is unethical.
So, that money was WASTED.
Obviously, my bias is Value for Dollar, and wonder how it actually works with the Ministry of Defence advocating for MORE money for American Weapons which are way too expensive and which don’t work, for a conflict neither local nor NATO obligatory, and which NATO is losing and has motivated the change in NATO role status from Defensive, which purpose predicated our Membership: https://www.nato.int/cps/en/natohq/declassified (because of the USSR) to Offensive (USSR ended 1994) like Russia has become an enemy state simply for invading Ukraine.
And, whose justifications for the Invasion we deny despite OUR Knowledgeable media history of the n$#@ situation in Ukraine.
We are involved with Ukraine because of the International Rules Based Order, and the arbitrary right to determine who is a good guy, and who is bad. Not because Canada has a problem with Russia.
Near as I can figure Parliament was united getting US (Canada) involved with a conflict for which we had no obligation, which has cost us big money and is being pointed to as what?
Yet, the government bureaucracy is saying giving money to Citizens is the source of Canada’s fiduciary problems?
Hardly responsible government behaviour or spending is evident, so, a bit rich the Auditor General is going after Small Business.
Why are they the target industries and not the Grocery Chains charged with price fixing in both Bread and Potato Sales, who accepted government funds despite corporation size during the Pandemic and which CAUSED the inflation, the Bank of Canada has used to justify Interest Rate Increases?
Why not the the Military Spending in the Accounting? $10 BILLION was sent to guys everybody knows are crooks.
Why not the Humanitarian Aid in West Asia where there is not enough given? Just to save lives for which Canada used to be known?
I think the government has become somewhat selective in how it applies the rules. Why the IRBO is evident and International Law, ignored.
From the Auditor General’s site: In other words, a performance audit is an independent, objective and systematic assessment of how well government is managing its activities, responsibilities and resources. Performance audits contribute to a public service that is effective and a government that is accountable to Parliament and Canadians.
Performance audits do not question the merits of government policies. Rather, they examine the government’s management practices, controls, and reporting systems based on its own public administration policies and on best practices.
Performance audits are planned, performed, and reported in accordance with professional auditing standards and Office policies.
Is the Military part of the Public Service?
Small Business or Independent Citizens are not the issue with the government Budget.
The government is losing big money on projects it was not elected to do, and which the Auditor General and PBO are not considering as part of their accounting.
Tad, one sided and irresponsible, methinks. How does credibility work with such an arbitrary application of the rules?
